Cash Shop
The Cash Shop sells cosmetics and quality-of-life only, never pay-to-win. Costumes and Other-tab QoL are bought with Cash Points (earned from coins, or from donations). Boosters and resets are farm-only: the Cirrus Quartermaster charges Cirrus Coins and the Hourly Points Shop charges time played, so cash can never buy power.
Costumes (cosmetics)
Around 2,000 costumes are available, priced by size and animation. Costumes are purely cosmetic, zero stats.

Trade policy: costumes are tradeable, vendable, and mailable, but not NPC-sellable or droppable, so they keep player-market value without a trivial zeny cash-out.

Why it's not pay-to-win
Every cash-shop costume is cosmetic, zero stats, and the boosters and resets are never bought with Cash Points (the Cirrus Quartermaster charges Cirrus Coins, the Hourly Points Shop charges time played). All stat gear (including basic headgears) is earned in-game only, never from the Cash Shop. And because the coin → point exchange is one-way, donated Cash Points can never reach stat gear, boosters, or resets; they buy cosmetics and Other-tab QoL only. Power comes from playing, not paying.
